The Bay Area gas water heater rule
Bay Area Air District Rule 9-6 requires new small water heaters to be zero-NOx starting January 1, 2027. A proposed amendment would move that date to 2028 and add exemptions; the Board is expected to vote in November 2026. Either way, a heat pump water heater is the path most homes will take.

“After getting multiple estimates to replace our gas furnace and damaged ducting, we chose Nur HVAC and have been very satisfied with the workmanship and quality of our Mitsubishi heat pump mini-split setup and heat pump water heater. David was helpful in explaining why we should consider a ductless mini-split setup since we needed to remove all our old ducting. Our project manager, Arthur was on-time for the scoping appointment. He took time to understand our needs, investigated the attic, ducts and all the existing equipment, before making any recommendations. He designed the optimal system for our house to be cost effective, provide highest comfort and be energy efficient. He was not pushy and was upfront about the ballpark estimates and timeline. So when my water heater broke few weeks ago I called them again. Fedor called me and came over the same day to personally inspect my setup. David was exceptionally patient while I took over 6 months to decide on a system and never rushed me or pushed me to spend more money. In fact, when I changed my mind to a much less expensive system AFTER I already signed a contract and he had submitted a permit application, he completely supported my decision and didn’t act at all annoyed. After the units were both installed, he presented me a bill that was actually less than what he initially quoted because of different hardware used and a rebate he was able to get. His honesty is so refreshing. The work was done efficiently and the workspace was always kept clean when they left for the day. David initially came to my house to give me a quote, he offered me a ductless option which no other HVAC companies suggested, and was clearly experienced in HVAC installation, and gave me the best quote for top of the line equipment. I was impressed by their initial on-site inspection: the representative noticed that the new air handler would be wider than the existing one, which would require that our water heater be moved several inches for clearance. No other company noticed that. Overall, communication was excellent. They answered all questions and provided the city work permit application number so I could track approval process with the city.
